crosscheck of JVET-AM0219 (EE2-4.4)

Abstract
This contribution is a crosscheck report of JVET-AM0219, which reports the test results of EE2-4.4. In test EE2-4.4, alternative execution of NN-ILF and Fixed Filters of ECM-ALF for YCbCr is used, using interface 1 of the NNLF extension. Both tests use crosschecked models (test b uses a model currently under crosscheck).
