EE2-3.4: Reduced zero-out for NSPT kernels

Abstract
This contribution reports the results of EE2 Test 3.4, continuing JVET-AL0215. The contribution proposes to increase the number of output non-zero NSPT coefficients for several block shapes and reduce the kernel amount to compensate for the memory increase. All kernels are retrained using ECM- software. The method was implemented on top of ECM-17.0 and the experimental results following CTC are reported as follows:
