AHG12: Temporal BV for IBC merge list construction

Abstract
This proposal adds temporal BV candidates to the IBC-merge list after the non-adjacent BV candidates. The proposed method is implemented on top of the ECM-12.0 reference software. The simulation results are reported as follows:
