AHG9: On pruning information indication for GSC

Abstract
We propose a signaling mechanism for Gaussian Splat Coding (GSC) to identify candidates for pruning. This method incurs negligible BD-rate loss while retaining the flexibility to remove less significant splats in specific scenarios.
