EE2-5.1: On regularization of ALF-CCCM

Abstract
This contribution reports the test results of EE2-5.1, which proposed to apply the regularization method used in EIP to the calculation of filter coefficients for ALF-CCCM. There are two sub-tests under EE2-5.1, where the EE2-5.1a tests the proposed method on top of ECM-18.0 and the EE2-5.1b tests the proposed method enabled in I slice as well. Simulation results are summarized as below:
