Abstract
This document presents a cross-check of the input document JVET-AM0045 (AHG17: Generated VTM anchor bitstreams using LambdaScaleTowardsNextQP). In the document, an alternative rate-matching method is proposed compared to adding a single QP increase of 1 during the encoding. Instead, a lambda adaptation is used to simulate encoding at a slightly larger/smaller QP.
