AHG9: Modification to the signalling of output picture size in NNPFC SEI message

Abstract
This contribution provides modification to the signalling of output picture size that is present when the purpose of the neural-network post-filter (NNPF) includes spatial-resolution upsampling after discussion based on contributions JVET-AD0067 item 5, JVET-AD0091 item 3, and JVET-AD0143 item 2 and Ballot Comment #013.
