Crosscheck of JVET-AC0139 (AHG10: Encoder Optimization of VTM Merge Functions)

Abstract
JVET-AC0139 proposes a VTM encoder modification wherein a single Inter merge mode evaluation function is used instead of separate functions for Regular/MMVD/CIIP, Affine, and GPM. Furthermore, the number of Inter merge modes considered for full-RD evaluation is made configurable. The source code for the proposed change was inspected and results were reproduced.
