Abstract
The EE1-2.1 applies GOP based RPR encoder control on top of the NNVC reference software. The main differences between GOP based RPR in EE1-2.1 and VTM are related to decision thresholds and that the QP reduction for chroma in VTM is aligned with QP reduction for luma when encoding in reduced resolution. This document verifies that the software EE1-2.1 can produce the reported results. There are some minor differences in results for some test cases that not yet have been understood.
