Crosscheck of JVET-T0089:AHG12: Slice based Rice parameter selection for transform skip residual coding

Abstract
This document reports a cross check of contribution JVET-T0089 by Kwai which proposes changing the method for the selection of Rice parameters for transform skip residual coding (TSRC). The source code was studied and matched with the proposal. Experiments confirmed results for 12 and 16 bit AI.
