AHG9: On derivation of PictureOutputFlag for RASL

Abstract
It is asserted that in the current specification text, the derivation of PictureOutputFlag for RASL picture is unclear. Because a picture containing with mix of RASL_NUT and RADL_NUT NAL units is considered as RASL picture in the decoding process as well, when receiving the first slice of a picture with nal_unit_type that is RASL_NUT or RADL_NUT, decoder cannot determine whether the picture a RASL picture or not. Consequently, decoder cannot set the value of PictureOutputFlag properly since the rest of slices of the picture, which the decoder has not received yet, can be slice with TRAIL_NUT or STSA_NUT.
