Abstract
The authors claim that in the VVC draft specification v10, a sign flag value equal to 0 means that the corresponding value is positive and equal to 1 means that it is negative. However, for DeltaPocValSt[ listIdx ][ rplsIdx ][ i ] and its sign flag strp_entry_sign_flag[ listIdx ][ rplsIdx ][ i ], the use is asserted to be the opposite. Secondly, the semantics of strp_entry_sign_flag[ listIdx ][ rplsIdx ][ i ] associates the flag value with an “i-th entry in the syntax structure ref_pic_list_struct( listIdx, rplsIdx )”. However, the “i-th entry in the syntax structure ref_pic_list_struct( listIdx, rplsIdx )” is not necessarily a value, and associating a sign flag for that seems inaccurate to the proponents. Thirdly, RefPicPocList[ i ][ j ] is constructed by subtracting DeltaPocValSt[ i ][ RplsIdx[ i ] ][ j ] from pocBase. It is claimed that it is cleaner to add a delta POC value to pocBase than to subtract it from pocBase.
