JVET-Q0446 proposes to modify the MIP predictor by replacing a variable, mode-dependent shift operation by a fixed shift operation. It is claimed that this simplification (removal of a table mapping a mode to a shift amount) does not adversely impact coding efficiency. Text and software for the proposal were studied and confirmed to be complete and consistent with each other. CTC results provided in JVET-Q0446 are also confirmed (see attached Excel sheet). Additionally it was confirmed that the proposed matrix coefficients satisfy constraints required for efficient software implementations.
