Crosscheck of JVET-Q0627: On Dependent Quantization: combination of JVET-Q0243 and JVET-Q0227

Abstract
The cross checker reports that the source code provided by InterDigital was carefully analyzed and found to be consistent with the description in the input document JVET-Q0627. The cross checker could exactly reproduce the results reported in JVET-Q0627. The measured encoder and decoder run time ratios are similar to those reported in JVET-Q0627.
