Non-CE4: Extension of JVET-P0325

Abstract
The adopted JVET-P0325 in VTM-7.0 uses a top-left scanning of the two first spatial candidates in the regular merge list construction but keeps the left-top scanning for the other coding modes. This contribution proposes to extend this top-left scanning of spatial candidates to all coding modes. In a first method, top spatial candidates are scanned before left ones, and in a second method, the top-left candidate B2 is, in addition, considered as a left candidate that remains the last scanned spatial candidates.
