CE4-related: GEO memory reduction in weighting masks by fixed shifting

Abstract
Geometric partitioning (GEO) allows a block to be partitioned into two parts, where the prediction is calculated from a weighted sum of the two parts. If GEO is not calculated on the fly, weighting masks are needed. Currently, the largest block size allowed in GEO is 128×128. The weighting masks have a size of 224×224 such that the blocks can be shifted in both vertical and horizontal directions to obtain the weights.
