Abstract
We propose modifications to the reference picture list information signaling for cleanup and bug-fix purposes.

This contribution was discussed Monday 13 January at 2105 in Track A (chaired by GJS).

The contribution proposed modifications to the reference picture list information signalling for cleanup and bug-fix purposes.

Following is proposed:

  • Proposal 1: Asserted bug-fixes are proposed to the semantics of slice_rpl_sps_flag[ i ]. This aspect had been addressed by actions taken previously at the meeting.
  • Proposal 2: It is proposed to specify an inference rule for the syntax element pps_ref_pic_list_sps_idc[ i ] when it is not present. This aspect had been addressed by actions taken previously at the meeting.
  • Proposal 3: Asserted bug-fix is proposed for the semantics of rpl1_idx_present_flag to correctly account for the reference picture list related signalling in picture header and slice header. This aspect had been addressed by JVET-Q0197.
  • Proposal 4: It is proposed to move the location of syntax element rpl1_idx_present_flag in the PPS and it is proposed to conditionally signal rpl1_idx_present_flag based on the value of pps_ref_pic_list_sps_idc[ 1 ]. This aspect had been addressed by actions taken previously at the meeting.
  • Proposal 5: The condition for calculation of AbsDeltaPocSt[ listIdx ][ rplsIdx ][ i ] is modified to signal the value as a “minus1” for the 0-th entry. In the reference picture list, the short-term 0th entry cannot have a zero-valued delta POC, so the proposal this in a current condition check the semantics. (The other case is already there, so this is using the same equation as for when weighted prediction is not used.) Decision (cleanup): Adopt.
  • Proposal 6: A bug-fix is proposed for the signalling of POC LSB information related syntax to correctly use the derived variable related to picture header. Decision (expression of existing intent): Adopt.
  • Proposal 7: Editorial improvement is proposed for ltrp_in_slice_header_flag[ listIdx ][ rplsIdx ] since the information related to this can be now present in picture header or slice header. Decision (Ed.): This should be considered by the editor.
