[AHG12]: On signalling of multiple rectangular slices in a tile

Abstract
In the current VVC specification draft, a tile may contain multiple rectangular slices. When a tile contains multiple slices, the height of all these slices, except for the last one in the tile, is explicitly signalled. It is asserted that such signalling is not necessary and inefficient for common case where the height of slices are uniform within a tile. In the 16th JVET meeting, a unified method for signalling uniform and non-uniform tile structure was adopted. It is asserted that the same method is applicable for signalling rectangular slices within a tile. This contribution proposes to modify the current signalling of rectangular slices within a tile by applying the same method for unified signalling of uniform and non-uniform tile.
