AHG9: On CC-ALF modifications related to HLS

Abstract
In this contribution, two aspects related to CC-ALF HLS modifications are proposed. In aspect 1, it is proposed to signal CC-ALF syntax in picture header (PH) only when corresponding two chroma arrays are available, i.e., ChromaArrayType != 0. In aspect 2, it is proposed to remove the pic_cross_component_cb_filters_signalled_minus1 syntax element and the pic_cross_component_cr_filters_signalled_minus1 syntax element in PH and to remove the slice_cross_component_cb_filters_signalled_minus1 syntax element and the slice_cross_component_cr_filters_signalled_minus1 syntax element in slice header (SH), since they are asserted to be unnecessary.
