On improvement of collocated_ref_idx
Abstract
In current Draft 7, the semantics of collocated_ref_idx which specifies the reference index of the collocated picture used for temporal motion vector prediction has some requirements on bitstream conformance. The decoder that stops to decode incorrect bitstreams is right. However, it may be possible to decode them. Since generally, codec users believe the decoder which can decode them is right, it is not good that the decoder satisfied with requirements on bit-stream conformance can not decode them. Therefore, from the view-point of standardization, the requirements on bitstream conformance should be reduced and it is desirable to be able to decode bitstreams as possible. In this contribution, an improvement of collocated_ref_idx has been proposed. it is a specification that when the bit-stream can not be satisfied requirements of bit-stream conformance, prohibit temporal motion vector prediction and they are decoded.
