CE3-2.7: Luma and chroma BDPCM and IBC with TSRC for lossless coding

Abstract
This contribution reports the results of CE3-2.7. In CE3-2.7, it is proposed to enable luma and chroma BDPCM for lossless coding for both camera-captured and screen content sequences. In addition, it is suggested that luma BDPCM, chroma BDPCM, and IBC modes are coded by transform skip residual coding, and others are coded by regular residual coding. The following coding performances are reported:
