Cross-check of JVET-P0611 (Non-CE5/AHG-11: Boundary strength harmonization for BDPCM, TS, Palette and IBC)

Abstract
This contribution verifies that the software matches the description and that the software gives the results provided in JVET-P0611 [1]. Visual quality was not investigated but it can be noted that there is a risk that the proposal introduces blocking artifacts since deblocking is by passed if one of the blocks on the side of the boundary uses transform skip or BDPCM or IBC or palette and the other block uses transform and has non-zero coefficients.
