AHG8: On inter-layer reference picture index range

Abstract
In VVC draft 6, a picture from other layer can be used as a reference picture. The index ilrp_idc of the inter-layer reference picture is signaled in a reference picture structure, while the value of the index is constrained to be in a range of 0 to GeneralLayerIdx[ nuh_layer_id ] − 1, inclusive. However, not all layers having a smaller layer index may be a dependent layer, in such case the value of ilrp_idc may be smaller than GeneralLayerIdx[ nuh_layer_id ] - 1.
