AHG17: On signaling CTU size in SPS

Abstract
This document proposes two options regarding CTU size signaling. Option 1 proposes to use two flags use_smallest_ctu_size_flag and use_largest_ctu_size_flag to replace log2_ctu_size_minus5. Option 2 reserves the last value of log2_ctu_size_minus5 equal to 3 for future extension.
