Non-CE4: On weight derivation process in CIIP

Abstract
In the current VVC design, the weight used in CIIP is derived dependent on the coding modes of both the left neighbouring block and the top neighbouring block. This contribution proposes to derive the weight only from the coding mode of the left neighbouring block. Simulation results reportedly show that the BD-rate changes are 0.02% for RA, and -0.01% for LB with almost no impact on encoding/decoding time compared to VTM6.0.
