AHG17: An STSA_NUT restriction on PPS and APS availability

Abstract
This contribution claims that the current VVC draft allows STSA pictures and pictures that follow an STSA picture in the decoding order to refer to a PPS or an APS of the same temporal layer that preceded the access unit containing the STSA picture in decoding order. It is proposed to add the following restriction text in the semantics of the nal_unit_type syntax element to prohibit usage of PPS and APS information that precedes the STSA access unit in decoding order in the same layer as the STSA access unit:
