Non-CE4: BCW clean-up for weight signaling

Abstract
The syntax element of BCW weight index is adaptively coded according to the value of NoBackwardPredFlag. It can violate the flexibility of codec and cause the dependency issue. This contribution proposes BCW clean-up design which 5 weights, , can be parsed without any condition. The experimental results reportedly show 0.02% and 0.00% luma BD-rates performance for RA and LDB, respectively.
