AHG17: MMVD and CIIP parameters in PPS or slice header

Abstract
This contribution proposes additional control parameters for MMVD and CIIP in PPS and slice header. The proposal introduces new control parameters to PPS and slice header in the same way as JVET-O0238 whose consideration is that PPS is used for consistent use-case while slice header is used for flexible use-case. VVC6 has no controlling mechanism for CIIP and MMVD which is not consistent with other inter coding tools. This proposal adds parameters related to CIIP enabling and MMVD’s enabling / the number of distances. It is asserted that those parameters provide flexibility to control encoder’s behavior, i.e. taking account for the trade-off of coding efficiency and processing time.
