AHG17: On long-term reference picture signaling

Abstract
It is proposed to modify the semantic of long_term_ref_pics_flag in SPS, considering each inter-layer reference picture is marked as "used for long-term reference" in the decoding process. It is also proposed to allow updating the long-term reference picture position in the corresponding reference picture list in the slice header, without re-sending the syntax structures ref_pic_list_struct( listIdx, rplsIdx ).
