AHG17: Parsing dependency of picture timing SEI message on SPS

Abstract
It is suggested to remove a parsing dependency, believed to be not intended by the author, of the picture timing SEI message on the active SPS by signalling the number of temporal sub-layers of the bitstream within the picture timing SEI message.
