CE8-related: Simplification on IBC Merge/Skip Mode

Abstract
This contribution presents a simplification method for IBC merge/skip mode by reducing the number of potential IBC merge candidates. On top of VTM4.0, the simulation results show 0.02% loss in AI case, 0.00% loss in RA case and 0.00% loss in LB case in screen content coding materials.
