CE4-related: Remove TMVP merge and AMVP candidate for the specified blocksizes​

Abstract
This contribution proposes to remove unnecessary Temporal Motion Vector Prediction (TMVP) derivation process in inter prediction process. In this contribution, the complexity and procedure of TMVP has been analyzed and 4 tests have been conducted.
