CE1-related: Picture boundary CU split satisfying the VPDU constraint
Abstract
This contribution proposes two solutions to satisfy the virtual pipeline data unit (VPDU) constraint at picture boundaries, where the VPDU size is targeted to be 64x64-luma/32x32-chroma for 4:2:0 chroma sampling format. In VTM3.0, the VPDU partitioning constraint is enforced for coding units (CUs) that are entirely inside the picture but may be violated for CUs at picture boundaries. In solution 1, if one coding tree unit (CTU) of 128x128-luma/64x64-chroma is not completely inside the picture, quad-tree (QT) split is applied to partition the CTU at the first depth instead of the explicit selection between QT split and binary-tree (BT) split. In solution 2, if “one CU at the bottom picture boundary is not completely inside the picture, and the CU width is larger than the VPDU width (i.e., 64 luma samples),” then QT split or vertical BT split can be chosen to split the CTU instead of choosing QT split or horizontal BT split at the first depth. Similarly, if “one CU at the right picture boundary is not completely inside the picture, and the CU height is larger than the VPDU height,” then QT split or horizontal BT split can be chosen to split the CTU instead of choosing QT split or vertical BT split at the first depth. In both solutions, the VPDU constraint is satisfied for the entire picture including all picture boundaries. BD-rate results of these two solutions are reported as follows.

Two approaches are proposed for changing the handling at the picture boundaries so that VPDUs are the same at picture boundaries as within the picture. This proposes inferred splits at picture boundaries. One approach uses an inferred QT split (0.06% penalty in RA, higher penalty in Class E); another uses a signalled choice between QT split and a BT split perpendicular to the picture boundary (0.05% penalty in RA).
