Non-CE3: Modification of PDPC

Abstract
This contribution presents modification of position dependent intra prediction combination (PDPC). It includes two modifications which are large block size restriction and removal of interpolation. It is reported that the average luma BD-rate of the block size restriction and the removal of interpolation for AI case is -0.01% and 0.01% compared to VTM 3.0, respectively
