CE2.4.1.4: Reduced filter shape size for ALF

Abstract
This contribution presents results of CE2 test 4.1.4 where the largest ALF filter shape is reduced from 9x9 to 7x7, and classifier block size is increased from 2x2 to 4x4. Reduced filter shape results reportedly show 3.10%, 5.10%, and 4.32% luma gain in AI, RA, and LB configurations respectively over VTM-1.0 anchor. Increased classifier block size results in 3.16%, 5.23%, and 4.49% luma gain for the same configurations, and combined both changes show 2.99%, 4.99%, and 4.19% luma gain in AI, RA, and LB configurations respectively over VTM-1.0 anchor.
