CE4: Enhanced Chroma Interpolation Filter (Test 7.1)

Abstract
This proposal describes an Enhanced Interpolation Filter (EIF) for Chroma inter prediction. The coefficients of 4-tap interpolation filter was derived from EIF described in JVET-J0024 and JVET-K0207 with light reduction of filter strength. The new filter coefficient allow to achieves ~ -0.6% of BD-rate U/V in RA without influence on complexity for the VTM configuration and ~ -0.35 of BD-rate U/V in RA for the BMS configuration.
