Crosscheck of JVET-Q0785 (CE3-related: Modification of chroma BDPCM)

Abstract
The cross-checker reports that the source code of JVET-Q0785 has been carefully analyzed and has been found to be consistent with the description in JVET-Q0785. The cross checker could reproduce the results and the measured encoder and decoder run time ratios are matching with those reported in JVET-Q0785.
