Abstract
In this contribution, some syntax elements are conditionally signalled in the picture header syntax design. By the suggested changes, two flags, pic_inter_slice_present_flag and pic_intra_slice_present_flag are introduced. The first flag indicates the presence of inter parameters and the second flag indicates the presence of intra parameters. When the first flag is 0, no inter slices can be present. When the second flag is 0, no intra slices can be present. If the first flag is 0, the second flag is not present and inferred to be equal to 1.
