AHG9/AHG12: on subpicture boudnary

Abstract
In the VVC draft specification, in-loop filter could be applicable on the subpicture boundary even when the subpicture is treated as a picture. If subpictures from different bitstreams are merged, undesirable mismatch could occur at the subpicture boundary. This error could be propagated into the following subpictures. Therefore, this contribution proposes three methods to prevent error propagation.
