AHG9: On virtual boundary signalling

Abstract
This contribution relates to signalling of virtual boundaries in VVC. It is proposed to introduce an SPS flag to indicate if virtual boundaries may be present int the CVS and it is proposed to use that flag in the picture header to determine if syntax related to virtual boundaries will be present or not. It is asserted that the proposal makes usage of virtual boundaries clearer and provides it savings in the picture header.
