AHG9: Coded Picture NAL unit

Abstract
This contribution contains a proposal for a new NAL unit type to be added to VVC. In the most recent draft of VVC, each access units consists of at least two NAL units: Picture Header and Coded Slice(s). It is asserted that it would be desirable with support for a mode of operation in VVC in which an access unit can be fully represented with a single NAL unit. It is asserted that such support would be particularly beneficial for low bitrate applications and applications in which there is as significant overhead associated with each NAL unit. A NAL unit type called Coded Picture is proposed, and it is proposed to include the following four elements:
