Non-CE4: Cleanup of half-pel switchable interpolation filter

Abstract
Indication of usage of the half-pel switchable interpolation filter is signalled in AMVP mode and inherited in regular merge mode and MMVD mode. However, the indication may be true even if the CU only has MV components with finer precision than half-pel, which is asserted to be logically incorrect. This contribution proposes to set the indication to false in such cases. Simulation results reportedly show that the proposed method has negligible impact on the coding performance.
