Non-CE4: Unified AMVR signaling

Abstract
In this contribution, 2 methods on the signaling of adaptive motion vector resolution (AMVR) are proposed. 1) Unified AMVR on/off signaling for normal AMVP mode, affine AMVP mode, and IBC mode; 2) Method 1 with context reduction. The proposed methods were implemented on top of VTM-6.0, and simulations were conducted with common test conditions. It is reported that the proposed methods have overall BD-rate changes as listed below:
