AhG17: On BT/TT flag signalling

Abstract
In VVC Draft 6, Binary Tree and Ternary Tree splits are always enabled. This contribution proposes to add high-level syntax element to control BT and TT splits enabling at SPS and slice level. The proposal claims that these new syntax elements allow more flexibility at the encoder.
