Crosscheck of JVET-O0163 (Non-CE4: Simplification on SbTMVP)

Abstract
The document reports the results of crosschecking JVET-O0163 proposed by Huawei. JVET-O0163 proposes two methods to simplify the derivation of SbTMVP candidate in sub-block merge mode. The verification task was done, and the BD-rate results match exactly with those in JVET-O0163.
