Crosscheck of JVET-O0618: CE2-related: Removal of luma-chroma dependency in LMCS

Abstract
This is cross-check report for JVET-O0618: CE2-related: Removal of luma-chroma dependency in LMCS Tests are done on SDR sequences. So far, a few rate points of class A RA and Class B LD are not done yet. For the result so far, they match with what is provided by proponent in JVET-O0618-v2.
