In this proposal, several changes are proposed to VVC to support lossless coding. First, several software fixes are made to VTM-5.0 to enable lossless encoding and decoding. Second, the newly developed transform tools (i.e. MTS, SBT, LFNST) and in-loop filters (i.e. ALF) are exclusively disabled for a lossless coded CU. The enabling flags of these transform and in-loop filter tools are not signaled for a lossless CU. Third, the coding tools which utilize decoder side derivation (i.e. BDOF and DMVR) introduce additional decoder complexity but they do not introduce noticeable BD-rate improvement to the lossless coding. It is proposed to disable the BDOF and DMVR for a lossless coded CU.
