Non-CE3/6: Transform selection for MRL

Abstract
In this contribution, it is proposed to use only DCT-2 transform when a non-zero reference line is selected for intra prediction to reduce encoder complexity. It is reported that the proposed method obtains 0.00% and 0.00% luma BD-rate change for the AI and RA configurations on top of VTM-5.0 with 98% and 99% encoding time, respectively.
