Non-CE4: On maximum number of subblock merge candidates
Abstract
In VTM-5.0, subblock merge candidate list contains subblock temporal motion vector prediction (SbTMVP) candidate and affine candidates. For each inter (P/B) slice, a slice level variable MaxNumSubblockMergeCand is derived to control the length of the subblock merge candidate list. It is asserted that there are following two issues with regards to the MaxNumSubblockMergeCand. Suggested modifications are also presented.

Method 1: Propose sw bugfix. Parse merge_subblock_flag conditioned on MaxNumSubblockMergeCand.
In the sepc text, merge_subblock_flag is parsed conditioned on MaxNumSubblockMergeCand>0; however, the sw refers to sps_sbtmvp_enabled_flag and sps_affine_enabled_flag to determined whether to parse merge_subblock_flag or not.
Recommendation (BugfixSW): Adopt the bugfix in method 1 to align sw to spec text.
Decision (BFSW): Adopt JVET-O0220 method 1
