AHG17: Signalling zero or more Sub-Profiles

Abstract
The current profile_tier_level() syntax requires the presence of exactly one T.35-coded sub-profile ID. It is argued that certain application scenarios may not want to use sub-profiles, and others may find it desirable for a bitstream to signal conformance with more than one sub-profile. This contribution addresses both scenarios by including a sub-profile count. In order to keep the profile_tier_level syntax easily parseable, a fixed length codeword is used.
